Tolan Committee urges decentralization of defense plants
The Tolan Committee outlines recommendations to spread new defense plant facilities across the interior to curb urban concentration, reduce worker migration, and support a balanced rural economy while pushing extensive subcontracting to small firms to speed production and preserve small business jobs.
