Constitutional amendment votes on unicameral legislature and appropriations
Voters face two proposals on the constitution. One would remove obsolete two house language from Article III and adopt unicameral legislature. The other would lift current time limits on annual and deficiency appropriations and extend the period for appropriations beyond one year.
Proposed Amendment No 3 Governing State Budget Powers
Proposed Amendment No 3 would require the Governor to submit a budget bill to be introduced by the Speaker at each regular legislative session, impose a three fifths vote for appropriations beyond the Governor’s budget, allow the Governor to veto items or reduce amounts, and require a three fifths vote to override vetoes. The current provisions would be changed to require a budget message within thirty days, a two thirds veto override, and removal of certain veto constraints. The amendment also directs budget bill preparation and repeals obsolete matter.
