Campaign opens Sept 28 1918 and closes Oct 19 1918 seeking 6 billion dollars for World War I. Uncle Sam urges nationwide subscriptions highlighting security and returns, with rates at 4 percent and potential increases if needed. William G McAdoo canvasses Washington for funding as President Wilson subscribes partial sums, showcasing public support for the war effort.
