White granted second stay of execution in Texas death row case

Convicted murderer Robert Excell White on death row near McKinney receives a second delay from U.S. District Judge William Wayne Justice after his habeas corpus petition. The 38 year old had faced Dec 10 execution for Aug 19 1974 murders in a $60 robbery. Texas now uses lethal injection starting Sept 1 though the stay remains in effect.

Officers answered 63 calls for assistance and arrested three people including a 16 year old for runaway, a 57 year old for public intoxication and a 45 year old for disorderly conduct and assault.

Solons Seek New School Finance Bill

Lt. Gov. William Hobby and lawmakers plan a compromise school finance bill and may reconvene the legislature next month. Gov. Briscoe will call a special session if two-thirds support a deal. Liberals blocked a $900 million plan and several hundred districts face higher local costs without reform before Sept. 1. Vernon McGee, ex head of the Legislative Budget Board, joined the steering committee.
