The Plano City Council faced a large opponents’ petition over 27.8 acres at Park Boulevard Avenue N. The Boyd, Wiegel & Gay firm told officials the city must deny rezoning from apartments to retail, citing legal precedents against reacting to HUD housing plans.
A federal official warns that city councils and planning bodies acted from racial prejudice in housing and zoning cases. He cites Civil Rights Act provisions and potential damages, penalties, and criminal penalties under 18 USC 242 and 241 for depriving rights and conspiring to oppress.
Texas Power and Light announces expansion of its home energy conservation effort to start January 1. The NEW EOK program merges the 135-Point plan with affiliate and national programs, offering loans guidance, insulation sources, home energy inspections, DIY kits, and projected savings.

District Attorney Tom O Connell said the grand jury saw no prosecutable evidence and did not determine the equipment was used for commercial gambling.
The Plano Heritage Association honored Hunt Properties with the first Ammie award at Los Rios Country Club for land and money contributions. The Daily Star Courier corrects that the Plano Preservation Association did not give the award and apologizes for the earlier error.
