Rivermen Lose Ground in Chamber of Commerce Debate
The Chamber hearing pitted rivermen against manufacturers over section 4 of the river and harbor bill. United States District Attorney Walter Lyon argued the section oversteps federal policy while river interests cited damage from narrowed channels, bridges, and debris dumping. Lyon cited prosecutions against Jones & Laughlin and others to show enforcement, while Dravo and Col. Roberts pressed broader navigable rights.
