Highways Association launches nationwide drive to form local legs
The American Association for Highway Improvement expands from 31 affiliated groups to plans for local chapters nationwide. In 1911 it formed 140 local associations covering Tennessee to Maine, grew regular members to 1,000 with 60 sustainers, and targets 5,000 regulars this year. Leaders include Thomas Nelson Page heading membership, Lee McClung as treasurer, W. W. Finley chairing the executive committee, and Logan Waller Page as president. The drive emphasizes uniform road legislation, skilled supervision, reduced politics in road management, interstate road linkage, and use of convict labor to build roads with minimal wage competition.
