Brannan renews plea for farm subsidy plan

Secretary Brannan urged a new plan to use government subsidies to lower milk prices while boosting dairy industry income. He argued existing programs fail to both raise producer earnings and ensure affordable milk, proposing a production plan where prices seek natural levels and government pays the gap to ensure fair returns. He cited wartime consumption declines and noted recent Congress dairy provisions fall short of his distribution goals, urging broader support beyond welfare programs.
