A heated House session debated a ten day recess from December 22 to January 3. Robeson proposed fines for missing sessions, but the motion failed. Democrats criticized the move as demagogy while the Senate considered Indian appropriation and other measures.
The Supreme Court held the act did not bar all political contributions by designated U S officers and employees. It forbids only receiving from or giving to each other, leaving political privileges otherwise unrestricted. Curtis is remanded to the New York marshal. Justice Bradley dissented, arguing Congress had no power to bar government employees from political association.
A New York dispatch details a collision between the steamship Wisconsin and the Portland bark Ella off Kincardineshire on December 14. The high seas hindered rescue efforts, and crew from the Ella were saved. Other notes mention the steamship Talisman ashore near Fort Wadsworth, a wreck off Eastern Scotland, and the Zenobia ashore near Galveston with aid sent by a revenue cutter. The British bark Aurora from Ship Island was lost with crew saved.
A window cleaner at Alphonso Warneckes hat store 128 South Eighth street forgot a hot stove and sparked a blaze. Flames spread to upper floors 128 and 130 injuring families on the second and third floors. Warnecke lost hats stock and showcases over $1,000. Soulas and Malloy families rescued. Firemen from International Comique and Grand Central Theatre fought the blaze with water streams, rebuilding and repairs estimated around $3,000 total.
In Washington on December 18 Mr. Bliss continued his opening address describing star routes in Oregon with vast speed and trip increases. He highlighted a route with forty miles of no houses or roads across seventy miles carrying only one letter and one postal card in a day and another Oregon case where compensation rose from 2800 to 21150 before any mail moved.
In Cresco Howard county a German man August Nast dies after eating diseased pork causing trichinosis. His wife and three children plus a visitor fall ill. two boys aged eleven and two, a girl eight, in hospital. Nast dies twenty one days after meat was eaten with little hope for Betty Gerhard’s recovery.
Cincinnati reports a boiler burst at Globe Rolling Mill, 413 West Front Street, around 3 PM. Thomas Malloy died instantly. Lon Hargrave fatally injured. Dennis Lobby, John Costello, James Ryan, John Ryan, Louis Hargrave, Thomas Kelly, James Buchanan and several unknown men seriously hurt. The internal crack went undetected.
In Hazeldell, two Fraley brothers, George and youthful James, were arrested for cotton theft and guarded. A nighttime mob seized them, hanged them from a tree limb in a wood, and left their bodies.
In Macon on December 18 Columbus Travis a man about 24 years old living in Fayette County killed himself with a pistol shortly after his wedding of two weeks. No motive given.
Pittsburg coal men shipped 4,500,000 bushels of coal down the river during the recent rise. L. D. Woodruff of the Johnstown Democrat was bound over on libel charges. Senator Boggs of Cambria County lectured on astronomy in the area. Easton forms a Daughters of Liberty council with over 100 charter members tonight. Wilkes-Barre street lighting was a success. A highwayman in female disguise unsettles West Chester night patrols. Chester completes a new water main to prevent famine. Democrats in Luzerne’s Seventh district discuss contesting a seat. E. H. Rauch translates Rip Vin Winkler into Pennsylvania Dutch. J. K. Robarts bound over on libel charges. J. LeGordon resigns from Easton Y M C A to lead Erie association January 1. Track work begins on Shamokin Sunbury and Lewisburg road. rails extend to Jersey Shore from Williamsport. A man struck by a B & O train near Cowpellsville is killed. The Pennsylvania Reserve Association will present a portrait of General Crawford at the State Library in Harrisburg. A 14 year old girl drawing water near Cork Lane depot was killed when a locomotive started.
At a highway investigation meeting, contractor J H Clifton faced questions over withholding the list of painters on the Girard avenue bridge. Counsel advised custody of the list, prompting objections from Mr Steel. Several witnesses, including Solomon Levy and W H Wade, testified about paint quality, priming, and holidays affecting work. The hearing shifted to highways in the Twenty first and Twenty fifth wards with further witnesses noted.
The highway committee discussed a 1880 ordinance to grade York street between Twelfth and Thir teenth at under 100 dollars. M C Hong got the contract but only excavated, later billing 187. Nuttal approved, later reduced to 100. Mr Henry urged action against Hong, but Chief Baldwin urged withdrawal. resolution passed. Israel Erb, condemned for the December 9 1477 murder of Gretchen and her husband near Troxleyville Snyder county, faces possible clemency review amid doubt about his guilt. Jonathan Moyer's prior execution and his final letter to Governor Hoyt are noted as influencing factors. Judge Finletter’s correspondence to the board on David Mounts election fraud case is also mentioned as withheld from public view.
James R. Keene testified before the Senate on corners and futures denying broad harm, saying most corners fade and only coal corner harmed the public. He argued futures trading supports national commerce while bucketshop gambling should be suppressed and revealed that the Keene corner involved defense of holdings, not a deliberate manipulation. The inquiry adjourned to Friday.

Washington reports Lieutenant Colonel George W Schofield of the Sixth Cavalry shot himself at Fort Apache Arizona on December 7 during reveille. A New York native, he later resided in Missouri and served in the Civil War rising from first lieutenant to brevet brigadier general for gallantry. He remained connected with General Schofield and the march to the sea, later holding multiple cavalry posts until his 1881 appointment as lieutenant colonel of the Sixth Cavalry.
Cincinnati report details a crash between the east-bound express and a late arriving limited near Foster New Lebanon. Engineer Poke Peters lost his head and an elephant on board was killed. The Kilafys troupe survived. Montreal freight wreck near Stains involved two locomotives and fifteen cars with $50,000 loss. crew unharmed.
A boy fell into the Delaware and nearly drowned while skating. He twice broke through ice but survived to tell the tale. Earlier, he fell from a bill, injuring head, legs, arms, and collar bone. He also shot himself in the leg at another time. He is now a printer's devil.
Twenty cars derailed on the Reading Railroad near Gilberton Pennsylvania this morning scattering freight in all directions. No trains moved today as passengers and mails were transferred. wreck to be cleared tonight with losses expected over 20000 dollars.
At a quarterly meeting the executive council urged Congress to tax ships sparingly, favor American lines on ocean routes with compensation, repeal three months wages for discharged seamen, and not require sick or destitute seamen home at low rates. They urged port charge reciprocity and memorials on tariff changes. Nominations favored John Welsh for president and James C Hand Frederick Fraley John O James and John Price Wetherill for vice presidents, with George L Buzby secretary and Richard Wood treasurer.

HuBLIN December 18 Michael Flinn was arraigned today charged with participation in the murder of the Huddys He pleaded not guilty The prosecution of Dowling for the murder of Detective Cox will not be proceeded with at the present sitting of the commission.
Special Dispatch to The Times reports John L. Leininger a farmer near Womelsdorf in Reading County died after leaving his bed during a typhoid bout. The window was raised and he plunged into the creek in frigid weather, and despite recovery efforts his body froze in the cold night. The housekeeper, entering the room, saw him disappear and later rescue attempts failed as he perished.
The Evening Mail reports Earl Spencer likely to resign the Lord Lieutenancy when affairs in Ireland improve. It notes Lord Rosebery as probable successor and reflects a cautious forecast of political shifts.
Atlantic City near the inlet saw the Atlantic House burn at 6 o clock this morning. Firemen used water plugs for the first time, ending a dispute between the City Councils and Walter Wood's water department. In Wilmington Robert A Cochran's stable near Middletown burned with twelve horses and twenty one hogs killed and cattle lost. The event follows fires in Clayton destroying principal business houses and in Gunton Hall Norwich near the Earl of Sheffield.
Paris reports a mountaineer attack in Southwestern China on Chinese troops marching against the French. The rear guard was slaughtered, and authorities connect the event to a broader general rising in Yan Nan.
A famine is reported in Carrick, County Donegal. The people are said to be living on Indian meal. About twenty five thousand are stated to be in danger of starving.
November 22 report states large bodies of Chinese troops remain encamped around the Tonquin capital and vow to resist further French aggression.
Among convalescents in the German Hospital three men and a woman sustained severe injuries from the Fairmount Park fireworks explosion during the Bi Centennial celebration. Captain H Bowen suffered near-total loss of his left arm and shoulder disarticulation with skin grafting. Mrs Bowen endured a muscle laceration in the right arm. Alfred J Sellers had a compound fracture of the scapula and clavicle with chest injuries and lung complications. A bystander woman standing behind them was killed by the same shell fragment.
J F Watson presented to Chief Justice Cartter a Kentucky governor signed requisition for N W Fitzgerald a pension and claim agent in Washington. Fitzgerald was arrested and bailed to appear tomorrow denying the forged note claim and stating he has not been in Kentucky since the war.
Gambetta has again been confined to bed in Paris on December 18 due to an intestinal trouble. A consultation of several physicians has been deemed necessary to address his condition.
An explosion at a Paris cartridge factory on Mont Valerien seriously injured thirty women workers. The incident occurred today as the factory experienced the blast and ensuing damage.
The case of George C. Rice ex-president of the Utica Ithaca and Elmira Railway Company returned to the Tombs Police Court. Four charges were brought by Henry I King of London including embezzlement forgery and larceny. Prosecution details allege false stock certificates and $10,000 alleged conversion with bonds hypothecated, leading to Rice’s detention.

Boston December 18 Prince John T. Prince and Lewis J. Frye raced ten miles in the Institute Fair building for a $100 silver cup. Frye led at three miles with 9 minutes 4 seconds, beating the pro record by 3 seconds. Prince led at four miles with 12 minutes 6.93 seconds, 14 seconds ahead of the pro time. Prince won in 2 minutes 44 seconds, 1.24 seconds ahead of the ten mile record. Frye finished in 32 minutes 44.4 seconds.
Secretary Teller is not a Senatorial candidate. The Ethiopia steamer from New York grounded in Lough Foyle but floated next tide without damage. Westgate was privately examined in Dublin Castle over Phenix Park murders. A shipping relief bill faces a January 3 special order. John Crunder, accused crank, committed for trial over threats to Prince and Gladstone.

Montreal notes a colonization company in London seeks capital of 5 million dollars and a grant of 1,000,000 acres near Prince Albert for settlement.
Councilman John P. Woolverton of the Thirteenth ward lies at 508 North Seventh Street after a stroke of apoplexy he suffered Saturday morning while waking a deposit at Northern Liberties Bank. His left side is nearly paralyzed and he remained unconscious until yesterday afternoon though his condition improved slightly last night.
Madame Justine Corvelin Remboldt and her three children Eddie Lena and Pauline live at No 5 Soapfat Alley behind 515 South Sixth Street. Eddie and Lena were briefly arrested in Germantown for begging but released after showing they have a home and attend school part time. The family, multilingual and destitute, relies on small chores and begging to survive as the Society for the Prevention of Cruelty to Children plans further inquiry into their situation.
Mr. Steel and Edwin Lewis of the Board of Education testified before the council committee on municipal legislation on the Bullitt bill. They argued against placing school property under the Department of Public Works and urged mayoral appointment of school directors to safeguard integrity. The matter was laid over. They noted invalid candidates and proposed mayoral control as best for reputation.
Special Dispatch reports the H C Frick Coke Company Limited purchasing a four hundred acre coal land tract in Fayette County near the Southwest Pennsylvania Railroad. The price reached 150000 dollars about 8500 dollars per acre, with 340 acres underlaid by a nine foot vein of cooking coal. Half the tract was owned by Judge Ewing. the plot was bought seven years ago for 10000 dollars. The property will be worked from Frick & Co mines and adjoins the Valley works.
Washington December 18 The House appropriations committee finished the army bill after a full day. The bill totals about 23 million dollars, about 1.6 million less than the current year. It proposes reducing aides and bars officers from advancement by brevet rank while noting retirements by age under existing law.
In Richmond at Hastings Court W B Meredith and William A Smith students at Virginia Medical College and Chris Baker and Cesar Roane colored were each sentenced to six months jail for attempted grave robbery a misdemeanor. Indictment for actual disinterment was quashed.
Special Dispatch to Tak Times from Pittsburgh on December 18 reports no change in the steel melters situation at Singer Nimick's mill. A proposed wage reduction remains under consideration by the Amalgamated Association executive committee. Workers continue at their posts awaiting action.
The late Jerome J. Collins of the Jeannette filed his will in New York today. He leaves all real and personal property to his mother Ellen, and if she dies the estate goes to her sons William P of Guatemala Daniel F of Minneapolis and Bernard A of New York. The will is dated May 24 1879.
Special Dispatch to The Times reports William R. Orr a clerk for N. K. Fairbank & Co. lard refiners was knocked senseless with a sandbag and robbed of 1800 dollars he carried to the factory to pay employees. Three men committed the robbery in St. Louis on December 18.
Pattison December 18. The Latlin & Rand press house at Mountain View eight miles from Pattison exploded this afternoon around two o'clock. The blast killed three men and was heard and felt in Pattison, shaking several buildings.
About 200 wire-drawers at the Gautier Wire Mill in Johnstown Pennsylvania refused to go to work this morning. The workers had been paid high wages from 3 to 6 dollars per day but were notified of a reduction cutting each man's pay by about one dollar per day.
Special Dispatch from Phoenixville reports a company notice posted at the Phoenix Iron Works. Effective January 1 puddling wages drop to four dollars per ton while all other mill and yard hands see a seven percent wage reduction across the board.
Pipes of the American Steam Heating and Power Company exploded at the corner of John and Nassau streets in New York today. Paving stones and mud flew in all directions. No injuries were reported, but many bystanders were covered in mud and soot.

Cyrus W. Thomas a Hazleton merchant was convicted in the Criminal Court for forging Joseph Matey’s name on a $450 note and obtaining the money.

William Kelly stood trial before Judge Fell for the murder of Emma Rodgers at 726 Alaska Street. Rodgers testified he found Kelly in the lodging house, Kelly threatened him, returned with a pistol, and fired into Rodgers’ wife, who died the next day, with the verdict anticipated as first degree murder.
George M. Howard, the youth who helped arrest Faro-Banker George Brotherton and John 8. Miller for operating a faro bank at 180 South Ninth Street, failed to appear at yesterday’s hearing.
