A Pendleton citizens league formed to aid city and county officials in enforcing saloon licenses and Sunday hour restrictions. The group, open to male property owners over 21, plans to circulate petitions and urge stricter enforcement to reduce minors in saloons and promote local order.
Jefferson City reports Sim Wilson known as the lone train robber will gain freedom from Missouri penitentiary tomorrow after serving three quarters of a 15 year sentence. His worst act was the May 24 1908 Missouri Pacific train holdup near Pacific when $4000 in silver was taken. he surrendered a month later and much of the money was recovered.
London reports an Ananly-season discussion on marriage prompts George Meredith to welcome debate. In an interview he notes much has been said in half and foresees changes to legal ends of marriage. He hints at state sanctioned period marriages with child support funded by the state or government trusts and possible state guardianship.

Chicago notes a shock as 106000 union members stop paying dues. Barney Cohen president of the Illinois Federation of Labor warns the state union forces are dissolving and urges reorganization. He blames weak leadership political grafters and untimely strikes for the crisis and urges new methods opposed by employers and the Citizens Alliance.
New York dispatch reports Western newspapers circulated a forged Roosevelt letter printed as genuine to attack Roosevelt and Donnelly. The Evening Post published the letter with an intro claim suggesting Roosevelt might have written it for the country. Meantime Fairbanks and Dolliver rest after a busy campaign in Montana with meetings planned at Big Lodge and Helena. Raine damages flax crop near Salem.
Chicago Sept 28 strong rumors in financial and railroad circles say a settlement plan has been reached Union Pacific would take the Burlington Great Northern to be retained by U St. Paul for the Northern Pacific and the Adirondack to merge with the Erie while the merger would be dissolved
Butte Montana September 24 threats were made that county commissioner would be lynched or expelled unless the board rescinds its action naming election officers. The People's Party chairman files mandamus in district court alleging officers were drawn from Democratic employees of the Amalgamated Copper Company despite protests by other parties. Lady Carson Kwallios London September 2 bulletin reports her condition critical but improving slightly.
From Rossdan Souvrces it is learned that Japanese vessels were sunk by hidden mines and that Japan is mobilizing at Yen Tai and claiming Port Arthur can hold for six months. Russians refuse mediation, vowing to fight. Kuropatkin praised Gripping to command. A Chee Foo dispatch says Japanese struggle for ammo while pressing a strong point near Mukden.
Judge W R Ellis rules the O R & N company assessment in Umatilla county mostly regular with minor vague tracts. appeals filed to state supreme court. The ruling covers 166.40 miles of track, depots, buildings, and total valuation near 2.2 million dollars. about 500 dollars of property affected.
In Umatilla County saloon operators refuse to oppose prohibition, arguing local option law is unconstitutional. If closures occur they will keep saloons open and sue opponents in court. Herman Hessel has raised over $600 to aid the defense. He said temperance foes overreact and prominent attorneys back the unconstitutionality claim. He spoke at Pendleton with the Citizens' League.
Report from Sept 25 to Sept 28 describes Japanese torpedo boats and a steamer sunk by mines near Port Arthur. A Nishika type cruiser damaged. Japanese vanguard holds east of the railway with small offensives repulsed by Russian cavalry. Cossacks ambush Japanese near a camp, causing alarms and losses.
The Beckville Mount Jessup mine explosion in the early morning injures eleven miners, all foreigners, with reports that three may die. A separate Sciota Valley trolley crash in Columbus injuries fifteen people. two of the seventeen passengers are uninjured, while one is expected to die.
A temporary Weston Leader editor, A E Lovell, forged two checks totaling 20 dollars using the name of Justice L. S Wood of Weston. The checks, cashed at local banks, went undetected until a day after. Lovell vanished after lodging with the community for months and leaving unpaid bills. Charles Weed takes over until Clark Wood returns from the East in about two weeks.
A two Grand Trunk freight collision near Woodrock this morning killed Conductor Palin Brakeman Benedict and Engineers Kirk land and Herron. The accident involved 1860 locomotives operated by the Southern Pacific and raises questions about fuel use.
