Judge Bean announced the grand jury for prosecution of violations under the prohibition statute. F E B Sherman named foreman and J F Carroll named grand jury bailiff. The jurors were instructed to keep proceedings secret while considering arson prize fighting and game protection laws.
The Pendleton grand jury, led by foreman Sherman, drew seven members including Russell Moletram Wantings Ward Tweedy and Schmidt to inspect cases and enforce laws. Judge Bean read the charge emphasizing duty to indict when appropriate and uphold statutes, notably the local option law, as the panel opened with formal swearing and roll call.

Vallejo Cant Sept 21. It is believed a court martial will be ordered by the Navy Department to investigate the explosion in the navy yard Friday in which four were killed. Hangoe is found responsible for the disaster.
A new company formed by J T Hinkle O D Teal Col H A Newport and Ross Newport will build ditches and power plants on the Umatilla river near Hermiston to supply electric lights to Hermiston Eeho and Umatilla. Two power ditches west of Hermiston have secured right of way with work already begun and 500 horsepower is projected to be developed for towns and local farmers. The system aims to provide cheap light and power and may support a small electric railway tapping the irrigation region. Water rights are secured to avoid conflicts and drainage will return to the Umatilla river above the Trenton dam without affecting irrigation ditches.
Washington moves show Frank Hitchcock the Taft campaign's central figure may face decapitation as the national committee questions the party's Chicago setup. Hitchcock offers to resign but the panel resists, while Senator Crane defends Hitchcock and notes Taft's satisfaction with his work amid Hearst charges.

Captain William 3 Biryan, a veteran Pacific coast steamboat man and former assistant chief engineer on the steamship Columbia, died yesterday at his home in San Francisco after returning from the Horn voyage. He had commanded several Pacific Mail steamers and retired from active service in 1899.
