A city board discussed the selection of a site and design for a new municipal building. Plans consider an eight room and two wing layout, with possible expansion, climate controls, and sanitary concerns, while awaiting residents' input.
New Haven freight handlers strike may spread to coastwise steamers within days. Firemen and oilers of the Mallory line demand higher pay and threaten to strike. As many as thirty thousand truck drivers could join the dispute. New Haven company hires Pinkertons to safeguard property.
Rome May 23 at a college cardinal meeting it was decided the papal Secretary of State must remain at his post at least until the situation is clarified. The pope granted Batolli permission to depart for America Friday. Paris May 23 the French ambassador to the Vatican Nissard arrived in Paris.
The Interior Secretary and Indian Affairs Commissioner plan moving the Carlisle Indian School to Helena Montana on a 700 acre site near the Wesleyan University. High transport costs prompted the shift as most Carlisle students belong to Western tribes and would better align with Western agricultural training.
Boston mass May 21 Delegates from across the country attend the American Unitarian Association anniversary events. A morning prayer service was led at King's chapel by Rev C A Staples of Lexington Massachusetts. This afternoon a meeting of the National Alliance of Unitarian and Liberal Christian Women featured speakers Rev Florence Buck of Kenosha and Rev Franklin D Southworth, president of Meadville Theological School.

The influential attendance suggests concrete measures may be pushed forward.

Independence Fireworks plant explosion kills two Italian workers. The Winnie Odell schooner, loaded with gasoline and powder bound for Cape Nome, explodes in San Francisco Bay, breaks from its moorings, drifts toward the Golden Gate, and endangers shipping with a $25,000 cargo amid several rescues and injuries.
J D Lee of Jeruany, former penitentiary superintendent under T T Geer, now in Portland, in town to campaign with local Republicans. He was sent by the state central committee to Umatilla county and started for Alba. Also notes Chicago grain prices for May wheat and July corn with openings and closings.
The Dalles Chronicle reports a surge of youth vagrancy as Recorder PIL handles numerous cases. Officers are urged by Boys' and Girls' Aid Society head Gardner to seize every offender under 16. Two youths, Mark Otis and Irwin Apley, claimed California origins and berry picking plans when stopped in Hood River.

Descendants of Caspar Wistar gathered in Philadelphia and Germantown to attend Tulpehocken Reformed Churchs Whit Monday festival. A deed defined a red rose rent on church land, paid for years only recently when 142 red roses were given, then funds for a new organ followed. Today the Wistar heirs received a white rose in annual rent. More than 1000 people witnessed the ceremony.
Stillman and James Spence returned from Harrington where they competed in the Washington state school event. Stillman tied Ed Ellin of Seattle at 87 of 40 targets but did not win the trophy as he was a non resident. other Pendleton association members like J Vo Tallman and H White posted strong scores at the Hill practice shoot with White hitting 47 of 60 and Tallman 87 of 105. The Northwest shoot is planned for late June.
Annie Morrison once of Baker City Oregon was arrested in Butte for wearing men’s attire and fined twenty dollars, unable to pay, she was released on bond. Ed Grant, parolee from Oregon penitentiary, was fined two hundred dollars for carrying concealed weapons and held for further action. Grant is linked to a prior burglary case with Hugh Roble’s horse. Morrison claims parental abuse and is 48, tall and slender.
Marshal Carney raided gambling operations Saturday night arresting four men. Bonds posted, two fined, one discharged for lack of evidence, another pleads not guilty. Operatives ran back rooms behind closed doors until a raid prompted a temporary shutdown.
The class selects half of its graduates to speak tonight at Assembly Hall with a second group tomorrow night in La Grande Oregon. The program includes an intermission and a guest entertainer. Speakers tonight include Chloe Stanfield Bertha Alexander Myrtle Digsney Fred Hartman Dell McCarty and Will Wyrick tomorrow presenters Mell Jay Iva Kiabeall Roy Alexander Vis Cont So Wildona and Ba Jay. The event funds cover expenses for a winner to La Grande. W Govelin, a young well-to-do, drowned at Vancouver Town while boating.
