Radical amendment proposed for tariff bill in Underwood plan
Washington May 12 A radical amendment to the democratic tariff bill was proposed to Underwood by Senator Simmons NC chairman of the Senate finance committee. The plan would empower the treasury secretary to proclaim fixed standards of value for tariff assessment, immune to foreign market fluctuations. Standards would take effect in 15 days and require 60 days notice to importers before changes. The aim is to smooth the shift from specific to ad valorem valuation in the Underwood bill, aligning with presidential approval.
