Local attorneys and leading citizens express surprise at the announcement of W. W. Cotton as federal judge. Though highly qualified, few considered him a candidate. His salary as attorney for the Co. BR. & N. is about four times the federal judge’s pay, making the appointment an honor yet raising questions about leaving a large salary. Cotton’s extensive practice and work with Judge Bellinger are noted as giving him unique qualifications.

Yaquina Bay’s Rise and Fall as Willamette Valley Outlet
The Salem Journal recalls Yaquina bay as the Willamette valley’s dream port. After Oregon Pacific railroad completion and steamship links to San Francisco, wheat wool hops and more briefly prospered with lowered costs. Then broader trade shifts, harbor deepening at Astoria, and Portland’s loading later drained Yaquina’s freight, leaving farmers and merchants paying tariffs as cars run empty to the bay.
