Coolies May Come Use of Japanese and Chinese on Panama Canal Triggers Labor Fears
A Washington dispatch warns that employing Japanese and Chinese coolies on the Panama Canal could unleash a flood of cheap labor into the United States. Officials and lawmakers in California fear wage standards and American ideals will be undermined, as the War Department plans to bring 3000 Chinese and 3000 Japanese coolies to the canal zone as an experiment. If successful, up to 10,000 would follow, prompting immigration authorities to consider broader exclusion. The Pacific coast views the influx with alarm, especially Oregon Washington and Northern California, where calls for legal amendments to curb this labor form grow louder.
