Advised Court of Commerce on Rates and Tariffs
A source discusses proposed reforms for railroad rate practices. It urges writing rate quotations to shippers with a 250 dollar fine for misquoting and seeks limited power for the Interstate Commerce Commission to inquire into rate reasonableness. It notes the vast volume of tariffs, nearly 200000 annually, and the impracticality of pre approving all tariffs. It argues for constrained grant of such authority to avoid overreach.
