The state land board will no longer loan school money beyond 75 percent of the assessed value of property offered as security. This aims to push assessors to value property at actual worth and may affect about 400000 to 500000 dollars in county school loans. The county’s assessments are closer to face value than many others in the state.
Richmond Va Dec 5 Governor Oddle of Nevada told a conference of governors that harsh eastern state divorce laws drive Reno as a divorce colony and urged uniform marriage and divorce laws.
In San Francisco on December 6 Angelo Ticornia attempted to defend his shack from looters. He was shot in the heart, then wounded robber Robert Shafer when he grabbed a revolver and staggered to a bed. Ticornia is dying while the robber survives.

Portland December report states the Oregon Washington Railroad and Navigation Co will spend about 3 million dollars next year to upgrade its main line from Portland to Spokane. Work includes the Spokane Ayer Junction cutoff and double tracking Portland to Ayer. Harriman directors in New York approved the plan. President J D Farrell notes U S Supreme Court merger decision pending but expects no adverse effect. The court ruling will be obeyed and operations continue unimpeded.
President Seroule along with Vice Presidents Calvin and Herrin confer on the Union and Central Pacific merger decision. They will be joined by three other officials and depart early next week for a Harriman conference in Salt Lake.
London. December 5. Three suffragettes were fined five dollars each for interrupting a Chancellor of the Exchequer meeting in Aberdeen. They refused to pay or leave the dock and were forcibly removed from the room.
The city council approved assessments for Johnson street and Main street improvements totaling about 4,630 dollars to named property owners including First Christian Church and local individuals. An extra 100 dollars was ordered to Ida M. Baker for sewer right of way. Other actions include license matters, mausoleum permission, concrete stables plan for Mrs. Ida Fowler, book auditing bids, and fire department appointments.
Major Swartalander recommends abandoning the government agency boarding school and creating three day schools on the Umatilla reservation next fall. Pupils would live at home with noon meals optional. sites include the agency, Day Use, and south of the Presbyterian mission on Tutuilla. Local counts show 90 agency pupils and smaller enrollments at Adams, Duffy, Gibbon, and Cayuse. Some agency buildings may remain as a school or be repurposed for offices.
Representative Pujo leading a money trust inquiry says stock and produce exchanges plus clearing houses may be deemed conspiracies in restraint of trade. Atchison Dec 5 Mrs Anna Rice Parlow plans to claim the fortune of William Marsh Rice of Texas. The alleged murder trial of Albert T Patrick recently ended in a pardon. Parlow says Rice and her brother disappeared after a quarrel with her father.
Buffalo report says alienists believe Hickey, the murderer of the Josephs boy, to be sane. An insanity plea is planned to delay the defense.
A chaotic wartime dispatch lists Greece Turkey hostilities, Greece moves on Valona, and fear of Albanian partition. Montenegro defies Austria on Adriatic access, insisting Serbia and Montenegro act together and rejecting Albanian independence. Diplomats expect a London conference to patch Austria Serbia rift while Valona bombings broaden the crisis.
Report that the steamer Rouse Simmons carrying Christmas trees sank with seventeen aboard proved unfounded. A wireless from the revenue cutter Ruscharova to the steamer George Orr indicated the Simmons was seen off Racine Wisconsin, keeping the vessel afloat amid Great Lakes dangers.
