Washington December 1 special to the East Oregonian says recommendations of the irrigation board of army engineers for extensions of money are guarded from publicity before the president announces them. The board's report went directly from Secretary Ballinger to the White House and may be released any day.
Evidence points to the extension of the Umatilla project to include 70000 acres in the proposed West Umatilla project. Engineers and surveyors are in the field marking a main distributing canal line and articles of incorporation for the West Umatilla Water Users' association were filed in Salem and at the county clerk.

Dallas, Dec 1. A major blaze swept a large section of the city, leaving 500 homeless and 1000000 dollars in property destroyed. Fifty buildings burned, many homes, as a high wind and drought crippled water pressure. One woman and two firefighters were fatally injured when struck by a hose wagon. The fire died out on its own.
