Pacific plan shifts base from Philippines to Hawaii
The Navy and War Departments settle a Pacific fortification plan with Hawaii as the main naval base. The Cavite and Olongapo bases in the Philippines are abandoned as fortification work at Corregidor continues. Congress is asked to fund defenses including Diamond Head and Pearl Harbor for rapid naval readiness.
