The Levee Committee orders a rapid extension of the wing wall to the R R and N railroad bridge, widening the park site above the water works. Contractor Betts accepts the revised plan, increasing the wall length to 1450 feet and promising completion before high water.
Tokio aug 17 that Japan will press forward with greater military and naval power to ensure supremacy in the Pacific region. The move signals strengthened defense and potential leverage in regional affairs as the nation asserts its strategic interests.
In San Geronimo Tampico Mexico efforts to halt a burning oil crater fail as hundreds of thousands of barrels burn daily. Since July 4 the blaze has destroyed over 6,000,000 barrels valued at about $1 each while workers pump sand and mud into the crater to curb the flames.
Prince Ito resident general of Korea told an interview that peace in Asia and the Pacific requires Japan to maintain a powerful army and navy. He emphasized that a strong military is essential to stability in the region.

Captain Peter C Haines Jr U S A fatally shot William B Annis publisher of McIntosh Monthly and other magazines on the Bayside landing stage at Flushing after his wife’s alleged improper attentions. Annis died in Flushing Hospital. Mrs Haines confessed to tolerating Annis actions.
J B McDowell inspector for the treasury department will arrive tomorrow to review Pendleton site options. Postmaster Brown heard from him while he was in La Grande and expects a report after examining locations, though a selection may take time. McDowell is today choosing a site for the La Grande building.
Fairview August 17 Bryan declined to reply to James Vancleave president of the National Manufacturers Association who charged him with misstatements on the Denver platform and depositor payments He may answer later Bryan denied selling out in the Guffey case for 200000 stating he did not receive any money and did not promise influence to remove Guffey and friends from the national committee
Portland Aug 17 The Harriman offices announce that ICC rates will prevail pending US Supreme Court decision on the lumber rate dispute. The ruling restores tariffs in effect prior to Nov 1, 1907, with rates from Nov 1 1907 to Oct 15 1908 set by the ICC and published for shipments to injunctions.
G H Hedberg of Ashland arrives in the city en route to La Grande in a bid to locate his uncle Ephriam Hedburg who vanished at Umatilla on August 6. He reports no trace of the man and is unsure where to search next.
A Forest and Stream account describes Indians fishing by night on the Chilpat river using a pole with a barbless steel hook. The fisherman threads the end into the stream, rests the elbow on the bank, then wrenches the line to snag salmon by driving the hook into the fish and hauling it ashore.
Riot condition in Springfield continues as 2000 soldiers restore order. The Union Pacific proposes transporting hundreds of tons of iron pipe and other supplies for a $160,000 Cheyenne water extension at no freight charge, a policy allowed for municipalities under Interstate commerce law. The Cheyenne Tribune notes this longstanding city benefit, saving the town money as it moves to completion.
Two 14 year old highwaymen held up Wm. Lee in San Francisco early today. After Lee failed to obey they beat him to death with a blackjack and kicked him. He died at the hospital where he was taken unconscious.
At Carp Lake in Petoskey Michigan Aug 17 an explosion on the steamer Leslans kills three and leaves many of about 50 passengers missing. Three bodies are recovered and it is believed as many as a dozen perished. Panic was extreme with passengers trapped in staterooms and hurled into the water. Mrs Isabel A Laberia of Traverse City Michigan is listed as instantly killed.
Vincent Craps, a Sicilian alleged Mafia leader, was arrested in the act of taking a box said to contain 1000 under a sidewalk in Chicago. Benedetta Caro, a wealthy Italian grocer, arranged the drop and warned police that a threatening letter from the Flack Hand society demanded 1000 under oath of dynamiting.
Robbers blew open the Wallula post office safe using nitro glycerine and escaped with a small amount of money and stamps. Three men loitering around Wallula for days are suspected. descriptions have been sent to officers. The robbery occurred between 4 and 7 this morning. only 90 cents was found inside the debris.
Democratic County Chairman Will M. Peterson circulates notice that Judge Alton B. Parker may speak in Pendleton during the Umatilla Morrow county fair if a northwest tour occurs. A special Portland trip for Parker listeners is canceled due to unavailable cars and high fares. a nationally known Bryan supporter would speak locally regardless.
Tehaniq California Aug 17 a major blaze last night swept through Tehama destroying the business district and leaving the town without a commercial center as residents assess losses and await relief.
W R Parker Carl Parker Ed Cranston and Tom Helse report they killed three ibex at Matin Eagle in Baker County. They saw many mara and found plenty of trout during their outing. Ibex are nearly extinct globally, with remaining populations in eastern Oregon and a few in China.
Julius Kruttschnitt’s tour of eastern Oregon includes a Kruttschnitt special pulled by Engineer Peter Theisen, the oldest main line engineer on the mountain division of the O R & XII. Theisen arrived from La Grands to supervise the Pilot Rock branch trip to Umatilla then to Spokane, outranked on the division only by W. Moon, while Joon has recent Elgin assignments and now works the Pilot Rock branch.
