Salem April 21 Superintendent C W James received word from Lewiston Idaho police that George Richardson, who escaped from the Oregon prison in 1899 while serving a term for wrecking a train, has been arrested there and should be held. James advised Lewiston to detain him and said he may be brought back without requisition. Also in Springfield a bill for municipal ownership of Chicago plants was held up. The charter committee supported the bill authorizing the council to fix maximum charges for gas and electric light.
