County Surveyor narrowly escapes grand jury indictment
In the Cunningham land fraud hearings before the federal grand jury, County Surveyor J W Kimbrell testified about improvements on Umatilla county homesteads. He stated many farms lack wells or barns yet yield 26 to 40 bushels of wheat per acre, with residents drawing water from Pendleton hydrants. Jurors reacted with surprise at his explanation of absence of wells. A Baker county juror later supported Kimbrell’s testimony.
