Iowa Rep Intro's Bill to Guarantee Jury in Federal Condemnation Trials

Congressman Bert Bandstra of Iowa's Fourth District introduced a bill to assure defendants in federal land condemnation cases the right to trial by jury. He argued the 1951 rule allows district judges to assign cases to a court appointed commission, bypassing juries, and said the change would not curb federal power but restore a traditional jury option. Bandstra noted prior practice and a 1964 Supreme Court warning on free wheeling commissions, urging restraint and broader jury access.
