Texas House Approves Health Planning and Tax Reform Bills
Texas House moves to create a federally mandated state board to screen hospital expansion plans, limiting the board to certificate of need oversight while making the State Health Department the main health planning agency. A separate measure evaluates agricultural land for tax purposes based on five year productivity, affecting rural property values. Senate-adopted insurance bills address medical malpractice costs and health coverage, establishing pooled risk and minimum standards.

Little brother for Big Bend would cost the state 8 million
Texas Land Commissioner Bob Armstrong urged lawmakers to approve an $8 million appropriation to purchase 220000 acres west of Big Bend National Park for under $36 an acre. The land, with 23 miles of Rio Grande frontage and water across much of it, would add to state holdings and include the Solitario uplift area and minerals. Armstrong cites geothermals and potential, seeking to swap land for a waterfall and to expand public land holdings in the Bi Centennial year.

Diggers Unearth Likely Last Mammoth Bones in Texas
Diggers on the La Paloma Ranch near Riviera Texas found fossilized mammoth bones described as possibly the most recent remains of the extinct animal in North America. Paleontologist Dr Raymond W Suhm of Texas A&I deemed the find significant with early estimates of 5 000 to 6 000 years old. The discovery occurred April 25 by Allen Mittag an employee digging an earth tank who noticed a long curved yellowish object and later uncovered ribs and vertebrae. His brother Eugene Mittag aided the next day with the assessment.
