Archer amendment halts Carter capital gains plan in Congress
The House Ways and Means Committee backed Rep. Bill Archer's proposal to tax capital gains by adjusting the base with the consumer price index, limiting gains after 1980. The 21-16 vote crosses party lines, challenging the larger 35 percent provision backed by Jones Ullman Conable, with ambiguity over its inclusion.

Diluted plan offered as Texas House readies floor vote on tax relief
The House planned floor action on a diluted constitutional amendment package to ease property taxes, including a homestead exemption from school taxes and local tax repeal power. Senate leaders endorsed a compromise similar to the House proposal, while Peveto's measure would consolidate property appraisals, create a statewide board, and allow voter repeal of tax increases. Subpoena access in appeals was seen as the key-point damage.
