House panel rejects 5 percent Social Security tax credit plan
The House Ways and Means Committee voted 24 to 11 against Gephardt's proposal of a temporary 5 percent income tax credit to ease higher payroll taxes. The debate delayed consideration of a $15 billion income tax relief bill. Gephardt said the credit would total $30 for a $10,000 earner and $60 for a $20,000 earner, two years, to buy time for broader Social Security reform while other measures, including capital gains revisions, move forward. Speaker O Neill signaled the chairing of a Carter-friendly version for a House vote.

Agriculture department predicts rising costs for families
The Agriculture Department sticks to an 8 to 10 percent rise in food prices for 1978, with typical American grocery bills $4 to $5 higher weekly. Howard Hijort says the broader estimate holds despite disagreements in the Carter administration. Rep. Richmond notes poor and elderly consumers on fixed incomes will be hardest hit as beef, chicken and pork price competition shapes annual increases.
