Carter seeks extra funds to boost education aid
President Carter proposes increasing education spending to 11.6 billion in 1979 and adds a 400 million program targeting districts with large numbers of poor students. The plan would aid about 3,500 districts and reach 6.5 million children, prioritizing center city schools and also assisting rural and suburban systems. The proposals accompany a push to create a separate Department of Education.
