Flores new head of El Paso Diocese as Metzger retires
Patrick Flores of San Antonio will replace Bishop Sydney Metzger, who retires after 36 years leading the El Paso Diocese. Metzger, 75, resisted being labeled a social activist and has not drawn a salary since 1942. Flores, Mexican American rights ally, was held at gunpoint in Ecuador in 1976 and is the first Mexican American named bishop in the United States. The diocese serves about 267,000 Catholics in 17 counties across roughly 57,000 square miles.

Supreme Court hearing on Texas Bell rate hike case
In Austin, Southwestern Bell argues the Public Utility Commission underpriced rates by 38 million by year end 1976, asking the Texas Supreme Court to stay the order and temporarily adopt higher rates that would boost Bell revenues by 58 million annually, while the case proceeds. The court weighs Bell’s challenge to the rate base and whether review should be new or based on the commission record, with the AG defending the existing base. Bell has also filed a new rate case seeking a 216 million annual increase.
