Decentralization Debate Spurs Western Liberals in Vancouver
Western Liberals leave Vancouver buoyed by Prime Minister's pledge of accelerated decentralization. The Pas Special Area illustrates the three-way municipal pact among federal, provincial, and municipal governments, revealing tensions over regional vs central control, funding flows, and local involvement. The piece argues for broader DREE reach beyond provincial capitals into Manitoba's urban Rural and Northern regions, sparking questions about regional efficacy and governance.

Library funding and site cost discussion at M.B.C.I.
A reserve of about 32.5 million is allocated with DREE splitting funds between grant and loan as payments on the project proceed. If the library stays at the M.B.C.I site, new books may cost under 160000 because land costs may be avoided, though drainage and utility work could add. The speaker warns against another architectural extravagance in location choice.
