The speaker urges lowering the Canada Pension Plan and Old Age Security retirement ages to enable voluntary early retirement, creating job openings for youth and aiding the economy. He notes funds limits for Local Initiatives and Youth programs, urges clarity on allocation criteria, and promotes the $40 million program with 34,000 jobs, deadline March 1. He invites applications from Canada Manpower Centres or the Ottawa House of Commons. He mentions the Trappers' Festival in The Pas, February 14–17.
