Scriba audit calls for tighter purchasing rules and conflict controls
The OSC report says town officials often bypass procurement policy and skip competitive bidding for services, citing 351 569 dollars in professional services and 455 638 dollars in questioned purchases. Town Supervisor Burdick defends practices, notes exemptions for legal work, and cites collaborative decisions with Oswego County and area districts. The audit also flags lawn and garden store purchases by a board member without disclosures, urges policy revisions, and highlights unlevied water district assessments and weak computer security. Burdick says policies exist and action plans will adopt OSC recommendations, with emphasis on water charges and tech safeguards.
