Oswego County deputies charged Rayburn S. Stewart 54 with criminal possession of a firearm second degree menacing and third degree criminal tampering after he fired a round inside a Mexico residence during a dispute and then deflated the victim’s car tires. He was arraigned and remanded on $1000 bail.
