Appeals court says NSA phone record collection illegal
A three judge panel of the 2nd U.S. Circuit Court of Appeals in Manhattan ruled bulk collection of Americans phone records illegal without congressional authorization. The court allowed the program to continue temporarily but urged Congress to define privacy bounds and warned of potential broader surveillance risks. The decision heightens the national debate as House and Senate consider bills to end or reform bulk data collection and shift to court ordered data access.
