Western officials study Soviet partial ban proposal aiming to curb atomic and hydrogen tests. Moscow suggests a three power treaty banning all tests except small underground blasts with on site inspections and joint East West seismic studies to detect underground activity.
The Associated Press reports spring begins with chilly conditions in the eastern half of the nation while the Midwest endures heavy snow. Temperatures dip below freezing in northern regions, with readings in the 60s and 70s in the west and a 96 degree high in Yuma, Arizona.
The Navy investigates a clear night collision at Chesapeake Bay mouth in which the Swedish freighter Soya-Atlantic rammed the USS Darby destroyer escort, killing two reservists and seriously injuring another. The Darby towed to drydock. Soya-Atlantic detained for inquiry by a special board. Passengers aboard included Rep. James E. Van Zandt and Assistant Navy Secretary Richard Jackson.

Albany report notes 17 fatalities from May weekend accidents in New York including a Kingston area single engine plane crash that killed four occupants all from Allentown Pennsylvania and two youths killed when a Route 32 car left the road near Mechanicville. The plane’s four victims were pilot Ralph R. Peters age 63 and passengers Oliver Rex 37 Karl Schmuldt 33 and his daughter Linda 16.
Consolato Miriti who ran religious medallions in New York died in 1957 after living in a church basement. A will left most of his fortune to the Pope, with his wife Anna and two children each receiving modest sums under New York law. The widow and daughter live in Italy, the son in Venezuela.
Vice Admiral Hyman G. Rickover, chief of the Navy nuclear submarine program, received the first Wendell L. Willkie Award in Bloomington Indiana during ceremonies at Indiana University. The honor recognizes research in liberal arts and is presented by the Willkie Foundation.
State Senate leader Walter J. Mahoney launches last minute push for a $30 million cut in state income taxes for married couples. The plan would raise the current $25 credit to $35 on 1960 returns due April 1961 and could extend the session beyond the Saturday deadline.
A Sunday fox hunt in Fair Oaks ended badly when 10 year old Billy Koestner spotted the fox and adults chased it into a garage. Deputies arrived and shot the animal with a sawed off shotgun, pellets penetrating the door and hitting Billy Koestner’s father William Kaestner causing scalp wounds. The rabid fox obliges rabies shots for Bulls.
Mrs Trygve Lie, widow of former UN Secretary General Trygve Lie, died Saturday in Oslo at age 60 from throat cancer. The Norwegian-born Mrs Lie had been married to the late UN chief since 1949 and was active in diplomatic circles.
In Milwaukee the race tightens as Humphrey and Kennedy tour Wisconsin ahead of the April 5 primary. Humphrey exposes voting differences with a handout titled Let the Record Speak showing 27 votes against Benson versus 27 for Benson, while Kennedy deflects by saying he cannot campaign as a Midwesterner.
U S ambassador Philip Bonsal was welcomed by around 500 Cubans in Havana yet faced new anti American tirades from Fidel Castros officials Ernesto Guevara and Osvaldo Cortico s. Guevara spoke of economic war with the United States while Corticos vowed Cuban resistance and arms purchases. The scene reflected a polarized mood during Bonsals return amid tightened U S Cuban tensions.
A 13 year old boy accused of killing his foster father after a school homework argument is said by Syracuse officials to need extensive psychiatric help. Lt. Willis of the Onondaga County Youth Bureau reports the boy learned of his father Leon Fairbank s death only Friday morning and is being held for evaluation at Syracuse Psychiatric Hospital. Willis vows to aid the boy and emphasizes the need for substantial mental health support.
A joint legislative committee reports migrants in New York received a small portion of public aid in 1957 to 1959 while most welfare funds supported residents. The study notes wages and state residency issues, with calls for a health-insurance study to curb costs and a pending welfare-residency bill opposed by Rockefeller.

Mrs. Loval Burns, 29, of Cottage Grove survives 13 hours trapped in an overturned car in icy water after veering off old U S Highway 99. She clung to a floorboard ring with four inches air, heard passing traffic, and thanked God for safety while awaiting rescue. John Scheer found a faint cry, pried open the door, and pulled her to safety.

Mohawk Airlines, halted by a stoppage taught by 64 hostesses, seeks damages from its pilots and will not resume flights until a settlement is reached. The carrier also demands a signed agreement with the stewardesses before planes fly again as talks continue.
