Woodward cites children trespassing and seven arrests at the Nestlé site over 13 months as Fulton labels it imminent danger. Attorney Jason Bailey criticizes declaring an unsafe site to favor Rowlee Construction Inc in a non bidding process while Rowlee earns about $5,000 daily, warning of potential contractor lawsuits.
