Fulton sex offender sentenced to state prison in Oswego County
Elvis Hart, 46, was sentenced to one to three years in state prison for failing to register as a sex offender for the fourth time after moving from Hannibal to Fulton. Hart, a level 2 offender, was convicted in 1998 of second degree rape for assaulting a 12-year-old girl. Judge James Metcalf noted repeated registration failures and literacy issues while denying leniency. A separate case mentions Mark Isdell, 25, facing a plea deal on three to six years for alleged theft of a blue Toyota Highlander, with Metcalf noting no plea Wednesday and Isdell remanded without bail due to prior felonies.
