NYPD stop frisk reform progress faces practice challenge
Federal monitor Peter Zimroth reported progress in NYPD reforms toward biased-based policing, including a new patrol guide, training, and a test stop report form. He cautioned the harder part is ensuring officers understand and apply the changes, as focus groups show gaps in expectations and communication across the department. Street stops fell to about 4,000 in 2015 from a 2011 peak, with minority victims and few arrests, while officers fear liability if stops go wrong. The judge did not ban stops and reform aims to ensure lawful authority and proper enforcement without eroding public safety.
