Council to discuss cuts to OPD OFD tonight

West Monroe man charged with sex crime in state case

Richard Buffham, 48, of West Monroe, was charged by state police with first degree course of sexual conduct against a child, a class B felony, after a joint investigation with Homeland Security. He was arraigned in West Monroe Town Court and remanded to the Oswego County Correctional Facility on bail. The federal case from June involves distribution of child pornography and an undercover agent tracing posts on Kik to a Time Warner account.
