Audit disputes over HCSD budget management findings
Superintendent Christoph er Staats says the audit explains district finances rather than accusing fraud or mismanagement. The audit finds budget overestimates from 2013 to 2016 averaging 9 percent annually, totaling 7.6 million, with last year’s budget about 31.6 million and a reliance on state aid over 75 percent of revenue. Staats defends budgeting as realistic and notes plans for a multiyear financial strategy and a May 16 vote on a Capital Reserve Fund to address the audit’s concerns.
