Rebert Moore seeks a receiver for the New Orleans Water Works Co. delegates from Oklahoma to the National Live Stock convention are named. Washington officials revise the government building plan for the St. Louis World’s Fair site. The building will retain its architectural style but adjust dimensions, increasing total space to accommodate twelve departments and a larger rear exhibit area. A loggia will span the front to host the exhibits and reduce bias in space allocation.

Chicago November 17. While responding to an alarm Truck No 5 was struck by a switch engine at Archer and Ashland Avenues. Seven men were injured but fatally. The truck was completely demolished.
Secretary John D. Long presents an annual Navy report detailing a large expansion plan. Proposals include three first class battleships and two armored cruisers, plus numerous gunboats and support vessels, with 3,000 enlisted and increased naval cadets to meet ship completions.
In Samar Island near Tarengpes the Ninth Infantry under Capt Selwet repelled a raid by a Bolomen and insurgents armed with rifles. Sixteen Bolomen were killed. several rebels were wounded and the rest fled. Capt Halt and Capt Mall contributed to the success with reconnaissance and capture of an insurgent officer and goods. General Lemarr lauded Capt Hartman and First Cavalry for a prior action against insurgents at Basa. Transport movements between Japan and Manila disrupted by weather and ship arrivals.
A Filipino priest, Deposer, was sentenced by court martial to death for murdering countrymen who supported the Americans. Gen. Chaffee commuted the sentence to two years in prison and warned it not to set a precedent for protecting officials from punishment.
In Sofia negotiations over Ellen Stone's release by Bulgarian brigands progress slowly. Ambiguity among band leaders delays terms while U S diplomat Dickinson weighs ultimatums. Prolonged delay endangers Stone's life due to exposure and stress.
