Theodore G. Bilbo took the oath of office as Mississippi governor in Jackson before a joint House and Senate session amid sleet and cold. He outlined reforms, backed a constitutional convention, and signed Col W A Montgomery’s prison trustee commission after Gov. Brewer declined.
