Franklin County Board okays quarry plan with 18 conditions
September 5 2000 Franklin County commissioners met with Chairman Waymire and four others. The board approved Penny's Concrete special use permit for a rock quarry in NW quarter section 23 with 18 conditions including setback rules dust control and berm heights. Some residents opposed citing safety and noise concerns. The meeting also sent two zoning matters back to the planning commission and discussed road repairs and staffing changes.
