Senate fails to override Clinton veto on late term ban

The Senate fell three votes short of overriding President Clinton's veto of the partial-birth abortion ban. The 64-36 vote sustains the veto with 13 Democrats and 51 Republicans supporting the override, while four Republicans and 32 Democrats voted to uphold the veto. House action earlier favored overturning the veto 296-132. The bill would ban the procedure except to save a pregnant woman's life and carries penalties for violators. Planned Parenthood condemned the measure as unsafe for women's health and rights.
