Lugar signals deeper farm program cuts in budget talks
Senate Agriculture Chair Dick Lugar says farm programs may require up to 18.1 billion in cuts over seven years, beyond the 13.4 billion proposed. With a Sept. 22 deadline to outline 48.4 billion in total budget cuts, Lugar warns Congress may postpone action and leave budget writers to decide. He endorses various proposals, including Pat Roberts’s plan, while favoring a reduction of the target price determining farm subsidies.

Study shows 2 percent identify major share of farm payments
Washington AP reports 2 percent of recipients obtained 27 percent of subsidies from 1985 to 1994. The Environmental Working Group analyzed USDA data and found about 60,000 entities—corporations partnerships and individuals—collected $29.2 billion of the nearly $109 billion paid out. The group urges reforms to protect conservation funds and criticizes lawmakers for shielding large operators.
