The special session led to Senate confirmation of Caleb Stegall to the Kansas Court of Appeals while Governor Brownback introduced a new appointment system granting unilateral initial picks. Stegall, 41, former chief counsel, faced controversy over the secrecy of applicants. Some critics labeled the process undemocratic, though supporters say it is fair and efficient.
