Gramm to end Senate career in 2002
Texas Republican Phil Gramm announced he will leave the Senate at the end of his third term in 2002. He defended tax cuts and argued government is too big and intrusive, urging a capital gains tax cut this fall. Gramm is the third Republican senator to retire in 2002, amid a GOP-led slate and a Democratic Senate.
