Ottawa error costs city 400000 grant bid
Ottawa City officials blame The Herald for a publication error that removed a phrase in a legal notice, causing the Kansas Department of Commerce and Housing to decline $400,000 in federal funds for handicapped access at City Hall and the Ottawa Public Library.
