Saddam's WMD programs deteriorated to only hopes
The Iraq Survey Group led by Charles Duelfer concluded that Saddam Hussein’s chemical, biological, and nuclear weapons programs decayed after the 1991 Gulf War and sanctions, with only long range missile efforts lingering by the late 1990s. The report, presented amid campaign politics, notes Iraq destroyed undeclared stockpiles by 1992 and never resumed production, while Saddam sought to defend against sanctions rather than attack the United States.
