Topeka activist named Kansas Hispanic affairs director
Gov. Kathleen Sebelius appointed Elias Garcia of Topeka as executive director of the Kansas Advisory Committee on Hispanic Affairs. Garcia plans a listening tour to learn Latino community concerns and aims to educate both newcomers and native Kansans about government, labor contributions, and social programs. He reflects on his migrant family background and six years leading the Topeka Human Rights Commission.
