Senate rejects $5 billion school repair amendment in budget talks
The Senate defeated Senator Carol Moseley Braun's 5 billion dollar proposal to fund school repairs as part of the Clinton budget outline, arguing it would create a new federal program and be paid by closing tax loopholes. The plan was not included in the final budget pact. Republican opposition centered on program creation and funding method. Earlier, backers blocked a cigarette tax hike aimed at expanding children's health insurance.
